Last Thursday the BoR made the decision to reduce Crooked River flows out of Bowman Dam from 100 cfs to 80 cfs. (It has actually been around 77 cfs since February 5th.) I was just able to read the minutes from the meeting where this decision was made and it is due to “unprecedented drought risk”. This is a major change from prior meeting minutes which were optimistic about precipitation in the second half of the winter. Both Prineville and Ochoco reservoirs are below normal for this time of year and now are not expected to fill as snowpack and inflows are at record lows.
